RSU 23 Human Resources Manager

Located a ½  mile from the Atlantic Ocean and 15 minutes from Portland, RSU 23 is a 700 student, three-school district seeking a Human Resources Manager to join our team. The successful candidate should possess the following:

CERTIFICATION REQUIREMENTS:

Maine Department of Education CHRC (Criminal History Record Check) https://www.maine.gov/doe/cert/fingerprinting
Advanced degree in Human Resources, Public Administration, or related field.
Minimum of (5) years of human resource related experience.
Professional Human Resource Certification and school experience preferred.
QUALIFICATIONS / JOB SUMMARY:

Promotes a professional, positive and support work environment
Ensures employees are enrolled in benefits elected and accurately set up in ADS.
Reviews insurance bills for accuracy and submits to the Business Manager for reconciliation.
Records and maintains record of employee absences in ADS.
Partners with payroll specialist to complete requests for wage statements and employment and salary verifications.
Manages the school’s benefits i.e. health, dental, vision, life, LTD including assisting all personnel with enrollment and preparation of required forms for insurance and other payroll deduction forms.  Administers the Maine Public Employees Retirement System and 403B plans.
Maintains employee files in ADS as well as yearly input of vacation, sick, and personal days according to years of service and collective bargaining agreements.  Records yearly sick leave bank contributions and maintains records of such as well as seniority lists for teachers.
Partners with payroll specialist to prepare year end W2’s, 1095C’s and ACA forms within state and federal timelines.
Serves as back-up liaison to employees regarding payroll, paychecks, and associated rules and regulations.
Develops, implements, and evaluates ongoing human resources policies, programs, and functions.
Consults with the Business Manager, Superintendents(s) and legal counsel when necessary with regards to human resource related matters.  Anticipates problems whenever possible, develops, recommends, and initiates appropriate steps for resolution.
Prepares and sends Written Reasonable Assurance letters.
Prepares and/or assists with all individual administrator contracts, central office contracts, and assists with negotiating contract language on Collective Bargaining contracts.
Processes payroll lane changes with proper documentation and approval from the Superintendent.
Maintains personnel record keeping and monitors personnel activities to ensure accuracy and compliance with state and federal regulations governing personnel and safety.
Works with administrators, employees, and the District’s attorney to assure compliance with various legal issues.
Administers the on-boarding and off-boarding process within the District.
Administrator/trainer for Frontline absence and applicant tracking system.
Assists with the development and amendments of job descriptions, obtains external salary information, resolves benefit related issues, researches new benefits, and determines cost of same.
Prepares and manages all workers’ comp, FMLA, and OSHA paperwork and maintains record of all employee leaves and absences.  Serves as liaison to the District’s Safety committee. Ensures all employees are trained in areas as required by state and federal law in collaboration with the District’s Safety Officer.
Serves as the District’s representative for labor relations, grievances and collective bargaining oversight.
Attends meetings and represents the district at unemployment compensation, worker’s compensation, and labor department hearings as necessary.
Other job related duties as assigned by the Business Manager, Superintendent, and Assistant Superintendent.
